What is being done to encourage new teachers to come to East Saint Louis to improve the schools?

In Savage Inequalities Kozol depicts a teaching environment from hell. Very few teachers would ever consider moving there, especially new teachers. According the the website for East St. Louis Public Schools, a program has been established to encourage recruitment and mentoring of potential teachers in the community. Hopefully this will bring out those in the community who already know and understand the hardships the students face and they will be able to play a direct role in making their city a better place to live.
In the District’s effort to increase the number of teachers, the Grow Your Own Program is a career development program for the recruitment and mentorship of paraeducators, parents, and community residents, to become effective teachers. Components of the program include seminars, financial support (in the form of a forgivable loan), work experiences, mentor support and assistance with job placement upon successful completion of all requirements for teacher certification. Applicants must submit a completed application packet prior to the established deadline in order to be considered. What are the rates that ESL students are being accepted into colleges?

As of studies conducted in October 2007, only 4.46% of East St. Louis' residents over the age of 25 had received a bachelor's degree or any other degree after only 2 years of school, compared to the national average of 8.22%. Only 3.66% of residents over the age of 25 had received a bachelor's degree or any other degree after 4 years of school, compared to the national average of 15.16%. Only 1.92% of residents over the age of 25 had received any form of a degree beyond a bachelor's degree, compared to the national average of 7.16%. Another startling statistic is the fact that only 70.3% of high school students in the East St. Louis district graduate, compared to the nation's average of 79.62%.
